We Americans have been encouraged to think well of ourselves and our way of life. We are told that the way we live in this country is superior to other countries, even though this ideal life is quickly fading into history; even though other countries, which live differently, seem to have lasted a lot longer than we have.
With this in mind, we can assert that most people in the United States are becoming desensitized to concepts as vast as this New World Order and in the process, to the ever-present encroachment on human dignity and rights.
We know that there is severe division in the United States and a resistance that has created a cold war on political fronts.
The last several years have brought a parade of dark accusations and assumptions about the Trump administration. Even with a 76% approval rating of his state of the Union address, there is still a swarm of individuals that feel that his cliché, bipartisan rhetoric are not enough to change the way his deepest critics feel about his alleged malfeasance.
From the manipulation of intelligence, the spinning of strange narratives and a media that deems itself part of the resistance, there is still an air of civil discord in America.
While President Trump offered the olive branch and said that he would rather avoid declaring a national emergency with regard to building a border wall, preparations are being made for any and all uprising that may result from such a declaration.
America is unofficially on alert status and it is imperative that people prepare for flash uprisings in various cities across the United States.
I want to make it clear that I am not saying that these events will happen because most of these uprisings are organic; however one cannot rule out the possibility of false flag operations that trigger civil unrest and other riots that could occur at any time this year.
Strategists and military planners have always been prepared for the future of homeland violence. In the future, it has been proposed that a lot of future warfare on a global scale will be urban.
While rural insurgencies, food riots, and border insurgency have been a major concern recent trends reflect the rise of intrastate conflicts involving homegrown terrorists using the advantages of cites to achieve their political goals.
In fact, leading voices within the U.S. defense community now acknowledge that civil uprisings will likely happen in densely populated cities and that the U.S. military could be called into work in some capacity with law enforcement to quell these conflicts.
While things have become relatively quiet because of weather conditions across the country the military has been taking advantage of the relative quiet across the country by conducting urban warfare drills.
Dozens of Black Hawk helicopters descended on downtown Los Angeles Monday night while residents reported explosions and scrambled to find out if they were looking at a military invasion or a film shoot.
At least one helicopter actually landed on Wiltshire Boulevard in downtown LA, and explosions were heard all over the city.
The LA Police Department belatedly released a statement assuring the city that it was only a drill, explaining “members of the US Army” had cleared the “military training” with local police and officials.
There have been other such urban warfare drills where the police have belatedly released information after the public has phoned in concerns about the possibility of invasion.
Back in 2008, a similar urban warfare drill happened over Portland, Oregon alarming the residents and forcing the Mayor to belatedly declare that it was simply a training drill. This was issued after a couple of residents began shooting at the MH-6M “Little Bird” light assault choppers that buzzed as low as 25 feet above homes and were landing on high rise buildings in the city.
The Pentagon obviously recognizes that profound social polarization and deepening economic crisis must give rise to social upheavals. They are preparing accordingly.
Apart from the reality of these drills being psychological operations, the biggest fear is that these so-called urban warfare drills are being meant for homeland deployment.
The mainstream narrative fails to report these before they happen and state officials belatedly indicate that this is happening. This indicates that what is happening is covert.
It certainly is not transparent.
Authorities hope that no one becomes alarmed at the reality that their city may be vulnerable to domestic attack and possible Martial Law.
In any situation, it is important to prepare for the chaos and the fear that will ensue the minute the first deployment begins if martial law is declared during any and all emergencies.
Back in 2012, the Pentagon implemented new rules of engagement for US military forces operating on American soil to provide “support” to “civilian law enforcement authorities, including responses to civil disturbances.”
The document declares sweeping and unprecedented military powers under a section entitled “Emergency Authority.” It asserts the authority of a “federal military commander” in “extraordinary emergency circumstances where prior authorization by the president is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances.” In other words, the Pentagon brass claims the unilateral authority to impose Martial Law.
These powers are not being asserted for the purpose of defending the US population against terrorism or to counter some hypothetical emergency. The US military command is quite conscious of where the danger lies.
What is being upended, behind the scenes and with virtually no media coverage, much less public debate, are constitutional principles dating back centuries that bar the use of the military in civilian law enforcement.
The control of “selected information” being leaked out to the public through mainstream media, press conferences and other designated outlets has ensured that the targeted audience will support the governmental urban drill campaign out of ignorance.
However, there have been a few incidents where small and isolated urban warfare exercises have taken place leaving communities shaken and frightened about what is happening to their various neighborhoods.
If you were to look at Twitter accounts coming out of Los Angeles last Monday night, many people were worried that there was an invasion and that the city would eventually find out that they were under Martial Law.
Martial law is not simply an emergency declaration. It is the suspension of civil rights and assumption of all authority by the police or military, which in a democracy are supposed to be under civilian control.
There are many drastic provisions on the books that include calling in Military support in case of a civil insurgency or even an insurgency at our southern border.
There have been concerns about transnational criminality and organized cartels entering the country through the southern border.
While liberal-leaning media outlets say that the President’s warnings are a political embellishment, drills like what was seen in Los Angeles paint a different picture.
There is a report in which a US Army Military Police training manual for “Civil Disturbance Operations” outlined fully how the military can be brought in to domestically to quell riots, confiscate firearms and even kill Americans on U.S. soil during mass civil unrest.
The rules of engagement during these so-called civil revolts have changed dramatically. Now the rules regarding the use of “deadly force” in confronting “dissidents” have been made disturbingly clear. The new directive is that “warning shots will not be fired.”
Under the heading of “civil disturbance planning”, the U.S. military is training troops and police to suppress democratic opposition in America. The master plan, Department of Defense Civil Disturbance Plan 55-2, is code-named, “Operation Garden Plot”. Originated in 1968, the “operational plan” has been updated over the last three decades.
Many people do not know that “Garden Plot” was activated during the Los Angeles “riots” of 1992 and during the 1999 WTO “Battle in Seattle.”
Current U.S. military preparations for suppressing domestic civil disturbance, including the training of National Guard troops and police, are part of a long history of American “internal security” measures dating back to the first American Revolution. Generally, these measures have sought to thwart the aims of social justice movements, embodying the concept that within the civilian body politic lurks an enemy that one day the military might have to fight, or at least be ordered to fight.
Equipped with flexible “military operations in urban terrain” and “operations other than war” doctrine, lethal and “less-than-lethal” high-tech weaponry, US “armed forces” and “elite” militarized police units are being trained to eradicate “disorder”, “disturbance” and “civil disobedience” in America.
Furthermore, it may very well be that police/military “civil disturbance” planning is the animating force and the overarching logic behind the incredible nationwide growth of police paramilitary units, a growth which coincidentally mirrors rising levels of police violence directed at the American people, particularly “non-white” poor and working people.
Even though the Posse Cogitates Act is cited within the Directive as “the primary restriction on military participation in civilian law enforcement activities”, it is rendered null and void in deference to “actions that are taken for the primary purpose of furthering a military or foreign affairs function.”
In fact, “under guidance established by the Secretaries of the Military Departments and the Directors of the Defense Agencies concerned, the planning and execution of compatible military training and operations may take into account the needs of civilian law enforcement officials for information when the collection of the information is an incidental aspect of training performed for a military purpose.
The information can be obtained through something called “Main Core.”
Main Core is the code name of an American governmental database that is believed to have been in existence since the 1980s. It is believed that Main Core is a federal database containing personal and financial data of millions of United States citizens believed to be threats to national security. The data, which is believed to come from the NSA, FBI, CIA, and other sources, is collected and stored without warrants or court orders. The database’s name derives from the fact that it contains “copies of the ‘main core’ or essence of each item of intelligence information on Americans produced by the FBI and the other agencies of the U.S. intelligence community”.
The Main Core database is alleged to have originated with the Federal Emergency Management Agency in 1982, following Ronald Reagan’s Continuity of Operations plan outlined in the National Security Directive 69 and the National Security Decision Directive 55, entitled “Enduring National Leadership”, implemented on September 14, 1982.
There are more than eight million Americans listed in the database as possible threats, which the government may choose to track, question, or detain in a time of crisis or civil uprising.
Under the Garden Plot Directive, the president can employ armed federal troops to suppress insurrection, domestic violence, unlawful assemblies, and conspiracy if such acts deprive the people of their constitutional rights and the states civil authorities cannot or will not provide adequate protection.”
The President does not need Congress or the Constitution, “federal intervention in civil disturbances begins with the issuance of a presidential proclamation to the citizens engaged in the disturbance.” In other words, the President reads “the riot act” and “a control force” is sent in to “isolate the disturbance area.” The goal is to “isolate the people creating the disturbance from those who have not yet become actively involved.
During civil disturbance operations, “authorities must be prepared to detain large numbers of people”, forcing them into existing, though expanded “detention facilities.” Cautioning that “if there are more detainees than civil detention facilities can handle, civil authorities may ask the control forces to set up and operate temporary facilities.” Pending the approval of the Army Chief of Staff, the military can detain and jail citizens en masse.
There over 800 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty. These camps are to be operated by FEMA should martial law need to be implemented in the United States and all it would take is a presidential signature on a proclamation and the attorney general’s signature on a warrant to which a list of names is attached.
For many years, a number of Americans have worried that the REX 84 program would be used against them and that all it would take is a signature from the president to allow martial law, and that guns will be confiscated and anyone who resists would be rounded up and put in these empty prison camps.
However, it needs to be said that while Americans were waiting for the day that they would be incarcerated in the FEMA camps and that there were guillotines and coffins awaited them – the truth is that all along the FEMA camps were originally being created for what can be called “Mass Exodus.”
The Rex 84 program was established on the reasoning that if a “mass exodus” of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA.
The ugly truth is that converted detention facilities will start springing up everywhere under the current circumstances – or, it is better said, the ones that have been in reserve since the Reagan administration will have a reason to open.
Mexico is becoming a failed state, and, further south, that failure is part of a domino effect throughout the region. El Salvador is slowly being conquered by the drug cartels, along with Honduras and Guatemala, and tens of thousands are fleeing, coming up through Mexico and appearing at the US border demanding asylum. In Mexico itself, the cartels are accelerating their attack on what remains of civilization, murdering and plundering with impunity.
Now with problems in Venezuela, there are reports of large numbers of “narco-terrorists” and groups like Hezbollah and Colombian crime organizations in the country.
China, Cuba, Iran, and Russia support the new government there. It is being projected that many of the suffering Venezuelan citizens will be seeking refuge elsewhere—and this includes the United States.
This adds to the population of migrant caravans and illegal immigrants that are coming to our southern border.
To those of us who pay attention to related policy and operational matters, one important source of unclassified information can always be counted on to refresh analytical thinking.
Garden Plot, Main Core, and REX-84 are in place for reasons beyond the initial declaration of Martial Law. They are merely parts of an even bigger declassified operation that may include urban warfare and the buzzing of black helicopters and drones at the borders or in several areas of concern.
It’s not paranoid to point out that the precedent being set could turn easily from innocuous to dark. It’s one thing to conduct training on such a minimal scale that the public doesn’t have to be briefed on or aware of it.
It’s actually another thing — a significant shift in the proposition to say that the public needs to be aware of it, and needs to give its consent and cooperation under pressure by the military.
That proposition means we’re setting a precedent of buy-in for the conditions of this exercise.
I am sure there are areas outside the big cities where these urban warfare drills can be conducted without public fear or speculations over future declarations of Martial Law.
